China has nearly 300 million electric vehicles, 80% of which are beyond the standard. This is a real livelihood problem and concerns the daily travel of tens of millions of people.

Recently, the Nanning People's Congress Legal Committee held a legislative hearing on the "Nanning Electric Bicycle Management Regulations (Draft for Opinion)", and representatives from all walks of life expressed their opinions on the transition period of "off-line" of exceeding standard vehicles.

At the hearing, most delegates supported the setting of transitional period for overqualified vehicles.

Compared with the new national standard, about 90% of bicycles in use in Nanning exceed the standard. In order to safeguard people's livelihood, Nanning Electric Bicycle Regulations (Draft for Comments) put forward two plans.

Scheme 1: Provision that exceeding standard vehicles shall not be allowed to go on the road after seven years from the date of initial registration.

Scheme 2: The transition period of 7 years and 6 years for the over-standard vehicles with official and temporary licenses respectively.

People's livelihood of the exceeding standard car caused the discussion of representatives from all walks of life, many representatives have expressed their approval of the two programs, and put forward transitional recommendations.

Humanized over-standard vehicle transition is the key point to solve the problems left over from the old national standard market. A large number of over-standard cars in the market need a reasonable transition period and humanized management.

Even the General Secretary said that we should always keep in mind that "people's livelihood is the greatest politics" and that the over-standard cars that concern hundreds of millions of people must not be banned to solve the problem.
